About the Council

The Village of Borden is governed by an elected Council that provides leadership, sets policy direction, and ensures responsible stewardship of municipal resources. Council works collaboratively with the Administrator and staff to guide the long-term growth, sustainability, and well-being of the community.

Council members are expected to act in the best interests of Borden as a whole, balancing present needs with long-term goals.


Councilor Role & Responsibilities

Councilors of the Village of Borden are elected officials who collectively govern the municipality, establish policy direction, and ensure responsible stewardship of municipal resources. Councilors carry out their duties in accordance with The Municipalities Act, the Village’s Council Procedures Bylaw, and all other applicable bylaws and policies.

Council operates as a decision-making body. Individual Councilors do not have independent authority and may act only through resolutions and decisions of Council as a whole, unless authority has been formally delegated by Council.


Legislative and Bylaw Authority

The authority and responsibilities of Councilors are governed by:

  • The Municipalities Act, Division 5, Sections 92–93

  • The Village of Borden’s Council Procedures Bylaw

  • Other municipal bylaws, policies, and resolutions

In accordance with the Council Procedures Bylaw:

  • Council provides governance and policy direction

  • The Administrator is responsible for administration and day-to-day operations

  • Councilors do not direct staff or interfere in operational matters


General Duties of Councilors

(Aligned with Section 92 of The Municipalities Act and the Council Procedures Bylaw)

Councilors are responsible for:

  • Representing the public and considering the overall well-being and long-term interests of the Village

  • Participating in the development, review, and evaluation of municipal policies, services, and programs

  • Attending and participating in Council meetings, committee meetings, and meetings of other bodies to which they are appointed

  • Making decisions through debate, motions, and resolutions in accordance with the Council Procedures Bylaw

  • Ensuring that appropriate administrative practices and procedures are in place to implement Council decisions

  • Maintaining confidentiality of matters discussed in closed (in-camera) sessions, as required by legislation and bylaw

  • Maintaining the financial integrity of the municipality through budget approval, financial oversight, and long-term planning

  • Performing any other duties imposed by legislation or assigned by Council


Governance Responsibilities

In keeping with the Council Procedures Bylaw, Councilors are expected to:

  • Prepare for meetings by reviewing agendas and supporting materials

  • Conduct themselves respectfully and professionally during meetings and debates

  • Work collaboratively as part of Council and support Council decisions once made

  • Participate in strategic planning and long-term community visioning

  • Approve the annual budget and monitor financial performance throughout the year

  • Establish, review, and amend bylaws and policies that guide municipal operations

  • Participate in the hiring, evaluation, and, where necessary, dismissal of the Administrator

  • Participate in Council orientation, training, and performance evaluation

  • Serve on committees and task groups as appointed by Council


Accountability and Conduct

Council is collectively accountable to the residents of Borden for:

  • Legislative and governance decisions

  • Stewardship of municipal finances, assets, and human resources

  • Transparent, ethical, and responsible decision-making

Individual Councilors are expected to comply with:

  • The Municipalities Act

  • The Council Procedures Bylaw

  • The Village’s Code of Conduct and other applicable policies


Mayor Responsibilities

(Aligned with Section 93 of The Municipalities Act)

In addition to the duties of a Councilor, the Mayor:

  • Presides over Council meetings when in attendance, unless otherwise provided by legislation or bylaw

  • Performs additional duties assigned by legislation, bylaw, or Council resolution

  • Is a member of all Council committees and bodies established by Council, unless Council determines otherwise


Council Meetings

Regular Council meetings are generally held on the second Tuesday of each month, with adjustments made for statutory or long weekends.
